Benxi situated in the southeast of Liaoning Province with an area of 8411.3 km2 is inhabited by 1,567,000 people. The natural terrains here can be characterized as “eighty percent mountains, ten percent water, five percent farmland and five percent roads & gardens”. Benxi is well known not only because of the reputation deriving from the important raw material industrial base in China but as one of the 17 “Larger Cities” approved by the State Council and one of the best tourist cities nationwide. The long historical legacy, graceful views of mountains and rivers and the abundant natural resources unfold the picture of the city very charming. The rich mineral resources in Benxi cover iron, copper, zinc, plaster and marble etc. with more than 100 varieties. The deposit of iron ore featured as good washability and low detrimental impurity reaches particularly high at the explored reserves of 2.7 billion tons. The iron ore has been listed as one of the special resources in our country. Being the important water conservation forest area among Urban Agglomeration in Central Liaoning and natural secondary forest area in eastern Liaoning contributes to the favorable ecological condition in Benxi with 74 percent forest coverage. Over 1100 kinds of local traditional Chinese medicine grow in the forests such as asarum sieboldii and acanthopanax. Three river basins drained by about 200 rivers flow through the whole area of the city and provide ample water supply at the rate of 3.26 billion m3 per year including consumed water of 2.9 billion m3. The unique sightseeing resources integrating mountain, water, forest, spring with cave together as a whole are represented by 26 famous scenic spots varied from province-level to state-level such as World Cultural Heritage—Goguryeo Mountain City at Mount Wunu in Huanren County, the longest underground river traveling by boat in the world—Benxi Water Cave, origin of Northeast Daoism—Mount Jiuding Tiesha and China geoscience palace—Benxi National Geopark etc. Benxi has been spoken highly as “Excellent Resort in Eastern Yan”. The complete set of industry system consisting of iron & steel, chemical industry, construction material, machine-building industry, electronics, nonferrous metal, textile, light industry and Chinese patent drug etc. has been formed and underpinned by the strong industrial basis. More than thousands of varieties of products can be manufactured here. In recent years, Benxi has taken the revitalization of the old industrial bases initiated and supported by the state as a vehicle to carry forward the structure adjustment and economy transformation. Top priorities are given to building “Two Bases and One Back Garden” and promoting the development of pillar industry of metallurgical engineering as well as continuous industries including modernized traditional Chinese medicine, tourism and deep-processing products of iron & steel. Benxi has been endeavor to establish “Two Bases”, the important iron & steel and choice plates base in China on one hand, and auxiliary equipment processing base for mainstay industries in central cities of Liaoning on the other hand. “One Back Garden” concerns more to attract people from central cities of Liaoning like Shenyang to Benxi for leisure, entertainment and holidays. In 2005, the GDP of Benxi accomplished RMB 34.32 billion Yuan, the local general fiscal revenue reached RMB 2.18 billion Yuan, average urban and township per capita disposable income increased to RMB 8100 Yuan, and average rural per capita net income got to RMB 4022 Yuan. In addition, Benxi has been adhering to the strategy of giving first consideration to the need of people by reinforcing infrastructure construction and taking afforestation, beautification and lightening measures to improve living standard for local residents.
